Type of Volunteer Work Support of the Elderly in an Active Ageing Perspective: Germany, France, the United States and Japan

Abstract
This paper analyzes through a literature review from a comparative perspective in order to provide basic information that is necessary for elderly policies. The paper investigates which volunteer work supports are carried out and what the characteristics are by the type of foreign countries that have experienced aging of the elderly earlier than South Korea. The results of this study show that the Organisation for Economic Co-operation and Development and the European Union countries are highlighting the elderly volunteer work in order to achieve the concept of active aging. In particular, the governments of Germany, France, the United States and Japan are designing a program, and providing legal support and monetary assistance to support the voluntary work of the elderly. However, elderly policies in South Korea are mostly concentrated with income security, employment and health. Unfortunately, volunteer work support has been peripheral among the government policies. Therefore, it is necessary to support volunteer work of the elderly in South Korea by having the elderly policy¡¯s paradigm shift toward active ageing.
